It doesn't, but I think it will take some off the street, and any future hookers too. I think every 'john' with at least half a brain would choose a regulated whore house than something off the road. Since prostitution is illegal, the only place they CAN get it is off the street. I bet some of the guys you catch are regular law-abiding citizens that succumbed to temptation or are very lonely.

Yeah, in our country, Singapore, prostitution has been legalised ( via licensed brothels ); however, this has not help as street-prostitution solicitings are on the rampage with hundreds of foreign females and pimps/lookouts "overwhelming" the community in our Geylang district.
