I took a look into the manga a moment ago: Sailor Cosmos is the last reincarnation of Sailor Moon, thus her ultimate form (she says so herself). In the End, Eternal Sailor Moon becomes Neo Queen Serentiy.

So her next reincarnation could be Sailor Cosmos, because we know Queens of the Silver Millenium rule for 1000 years. Quite a bit of time to gather wisdom and power XD

@mjrr12 well, actually cosmos is the final form of sailor moon. she has silver hair in that form. this might actually highlight the manga references too, since SM usually had silver hair (in early artbook sketches) and she had it in the manga princess serenity/neo queen serenity form too. i guess sailor cosmos has the same thing.

@tarona23 as far as I could tell, that was a different person called sailor guardian cosmos who guarded tha galaxy cauldron. Sailor Cosmos had come from the future, and it was insinuated that it was a form of Sailor Moon but never really confirmed I guess. I don't want to spoil that manga but basically she came back to persuade Sailor Moon to do something to change the future but in the end she realizes she did the right thing and returns to the future.

@tarona23 actually, sailor moon IS sailor cosmos, just in a different timeline.this is proved in the manga. there are many futures possible for her, it depends on what she chooses in life--one could be ruling crystal tokyo as neo queen serenity, while the other is sailor cosmos, which is her true ultimate form. even if she rules as neo queen serenity, she can become cosmos at a time, but if she is sailor cosmos, i think she'll be cosmos permanetly. hope that helped :D

At the end of the second arc of the manga Sailor Moon and Neo-Queen Serenity did actually meet and exchange a few words, and ended up OK, so this "prohibition" seems not that strong.

@stefanolattanzio In any case, I also believe Sailor Cosmos to be the ultimate form of Sailor Moon. Whether she is the direct evolution of the current Sailor Moon or a reincarnation is not clear, but I do think they are the same person.

Naoko Takeuchi herself never cleared up this issue, wanting Sailor Cosmos to stay a mysterious character, even for herself. But she left enough hints to indicate that Sailor Cosmos and Sailor Moon are at least related, and most probably the same person.

@PapillonRoseGR Well, actually Moon and Cosmos are different and the same. Moon, last time we saw her in the anime and manga was in Eternal form right? But at the end of the manga they meet Cosmos, who is Usagi in an alternate universe in the future. This future can be achieved IF Usagi is Neo Queen Serenity or in Eternal form but is forced to become Cosmos in a fatal situation, but she will remain as Cosmos in appearance at least.
