He probably appears drunk because he is improvising on the chord progressions. He was a relaxed in this performance and is messing around with the chords doing every freaking chord inversion and variation that usually only jazz players use. He was just having fun, and messing around pushing the limits of the guitar. If you knew anything about guitar, this would be obvious in his fingerings. PLAYING OUTSIDE OF THE BOX. YAY!! Go John, kicking Stevie Ray Vaughn's ass.
