You cut a square out of each corner - about 4" x 4". Then your fringe cuts should each be 4" deep and about 1" wide. If you cut the corners out and then start cutting the fringe, it will make sense to you as you see it.

On fleece two of the sides are stretchy because they are the sides that haven't been cut. Like if you go to a fabric store the materials are on a cardboard thing wrapped up. The stretchy side is the side that they don't cut to make it the length you want it.
