I always wondered that too where it's either someone he knows that drives that car who he doesn't like or, he just wants to have his way acting like a bully to another stranger driving that car? (It's strange that he doesn't behave that way to other cars).

I found out the reason why Mr. Bean causes problems to the blue car. The reason is because, in the episode which is called "Mr. Bean", was the first episode where he saw the blue car. In that episode, Mr. Bean was on his way to take an exam and the blue car was driving slowly in front of him. So out of anger he sped past it and caused it to tip over. So from then on out of anger, he causes it to fall off the road, tries to tip it over on the road, or pushes it out of a parking spot.
