She was grazed - and very, very lucky. Don't ever think a sniper has that level of control over the wind, flight path and distance. Too many variables for a grazing wound to have been the intent. Odd however that her arm was at her side when struck. It seems close range as the bullet struck exactly as the shot broadcasted.

I kind of thought that flash was just a camera thing, but it does fit will with the time the bullet would get to the reporter. Probably didn't take into consideration the wind speed, bullet drop or distance and hit her in the arm.
