I believe a study proved that the ball did cross all the way over the line - besides the referee chose to allow a goal scored from a legitimate shot from a player who wasn't cheating.

Maradona in this case intentionally cheated by using his hand to score a goal. It's a real shame that England were deafeated in this way by such a great player but Micheal Owen (without out cheating!) made up for that defeat a couple of World Cups ago.
