I actually believe that this video is about what we call "God" trying to help her see that he allows everything to happen (he paid for the stuff she bought in the end), and that the world we know it is actually an illusion. He gives the illusion that you are separate from him. The whole video is about "God" paying notice to this girl, and is trying to show signs of his presence, but the girl is choosing Fear instead of Love. Also, if you deny him, you will suffer too...

He has a crush on her and he is imagining what she is doing, he imagines himself being where she is and watching her, which would obviously frighten her.
Think about the video this way the guy is thinking about the girl and everything you see in the video is in his mind. All the places that you see in the video are places where he is thinking about her. Hence when she goes back to her apartment and looks in the mirror and turns into that guy it really was him the whole time. He was just thinking about her. The song it self is about having a guilty conscience, more or less trying to ignore a guilty conscience.
There is something that makes the girl not want to accept this fact though, probably a guilty conscience as suggested by piscisknight or a recent realization that the guy is actually evil(rapist/murderer/...).
Nobody is stalking or being stalked in the video. The girl has this deep "crush" on this guy and hence her brain seems to be presenting illusionistic visions of the guy everywhere she goes. this video is about 2 beaners who dnt exist in the city...they obviously dnt belong in the city b/c they should be mowing my lawn...(i live in the suburbs)...anywho this beaner lady was at the grocery store looking at lima beans instead of refried beans which made the beaner man (ghost) upset.so he ends up stalking her until she spews out the lima beans.the beaner man then wants the woman to blend the spewed out lima beans with excess grass clippings to make beaner grass soup which they will eat

In my opinion it's that u can't escape yorself rather that somebodyelse. You'll always find place to hide from next one, you'll always find a way to deceive somebody, but you're not able to run away from youself and from what is inside you. this is how I understand that song.
