I know a better way, that has all music channels used! Go to IRAM in the Memory Editor, on row 03000090, change the lowercase i to b or c, and the same thing happens. Also works on Sonic Advance 2 and probably 3.

i got another way,i have the sonic advance+sonic pinball party and a Xploder,go onto sonic advance cheat section and select any cheat,start sonic andvance 1 and the same screen shows up 0_O
