yes you are right, the Maxi City and Maxi Tour seats are different, the upper part of the harness comes out, and then you can tighten the belt with the buckle.

excellent instruction and useful. Still don't get however whether the only way to place child in seat is by taking out the upper part of the harnas. This because on the other and mini seats you actually loosen the 'buckle' like in a car or plane in the centre piece. With this seat I think you have to loosen the upper to belts.
