There is. The first time you go there there will be Red, the hardest trainer in the game (loosly based off Ash). Once you beat him he will disappear.

Get the Clefairy Doll from the man in Vermillion's Pokemon Fan Club. Then give it to the Copycat girl in Saffron(Shes in a house) she will give you the pass. You might have to talk to her first before getting the doll.

Its possible to find Larvitar in Johto. He is in Mt. Silver around Level 15. Very easy to find. But the fastest way to get Tyranitar is the Game Corner. You can get him in both versions.
