I did a Google search, and found a page about him. Apparently 'Billy Merman' was a name he used in 1956-57 to record these songs for the 'President' record label. He was part of the songwriting team that wrote '(You're The) Devil in Disguise'! He also recorded other songs under the names Bill Giant (his real name) and Ethan Giant.
