Palin is correct about the Senate, the Vice President is the highest ranking senator in the Senate and can preside over it's proceedings. However this position is normally fulfilled by a member of majority in the Senate. The Vice President can at any time take over the position however.

I've been posting on this other threads. Read it bender. The VP has no vote unless tie, count the electoral votes, all the procedural powers of a Senator minus the vote and so on. The VP is the traditional leader of the Senate not the De Facto leader. Explain that to an 8 year old.
