Exactly what Mrs. Buell had in mind; the fact there's no "official" writing credit certainly meant the story WAS directly adapted from one of "her" [or rather, John Stanley's] comic book stories. I don't think she ever quite forgave Famous Studios for turning "Lulu", during the '40s, into something that barely resembled her work [the way they eventually "standardized" Popeye in their cartoons {Popeye+Olive Oyl+Bluto+spinach}].
Then, in 1961, the studio reached an agreement with Buell (who also served as "co-producer", making sure her characters were more faithful to the comic books and newspaper strips than Famous' Studios' cartoons were) to produce a new "Lulu" cartoon, to see if a new series was feasible. Although another was produced {"Frogs Legs"}, a new series never materialized...and those "Lulu" cartoons ended up as part of the "King Features Trilogy" TV package.
This was the period when Paramount Cartoon Studios was trying to hoist itself out of the rut they'd been in for the past decade (without much success, because Seymour Kneitel was still running the studio). So they looked back to their old "Little Lulu" series; it ended in 1948, after five years, because they didn't want to pay "Marge" [Marjorie Henderson Buell] more money for the rights to produce "Lulu" (that's why they created "Little Audrey" instead)....

when I went to florida 3 yrs ago with my family, some little 7 yr old girl was walking around in a bathing suit without a top. It was funny cuz all the kids were wide eyed when she was walking around. I guess it's a european thing

The animation is quite different than the ones from the 1940's. (I.E. "Snap Happy" (1945).)
