I dont know about the final points about people hanging outside parks, school yards etc...

I think thats a double edged sword in which should only be used if 100% sure there is something odd about the person and some form of contact has been made with the person first.

If you call the police and the person is genuingly just relaxing in the park or on a break from work getting fresh hair then they may become intimidized by what people may now think of them but likewise you have 2 take caution

Oh i cried watching this. So many sad stories of these poor children. I see their sparkling eyes and beautiful smiles of happiness. And then someone takes them from their lives, from their safe houses, toys, friends and loving families, and kills them...or takes them somewhere far away or even not so far. And they can only dream about the good things cause they seem like a dream only....Some of them think that love was just their imagination, cause their life is pain....So sad....

No- they knew what they were doing. I knew that was wrongwhen I was 10 and I think even the 7 year olds I teach would know that something like that was wrong. It wasn;t sexually motivated but it was definitely intentional- the boys put batteries up the toddler's anus and then threw him on the railway. They were some messed up children.
