Personally I tend to disagree...but that might be because I have friends who work for Network Rail on the tracks etc and so when I see a train driver doing something wrong which might endanger their lives I tend to disapprove. But yes as you say I suppose the headlights are OK - at least their on instead of being off or on red!
Then again Train Drivers are taught the procedure in how to 'start up' a train and get it ready to depart from the station (or depot) and part of that is correctly setting the headlights. If the driver hasn't correctly set them then it shows a certain lack of concentration in carrying out their job according to their training.
I could be wrong but I'm pretty confident in what I am saying.
