Phil was only in 2 episodes, I believe, on SCTV. The timing and the goofiness is dead on and hilarious. If you really want to laugh HARD, check out Phil's "Do It Yourself Advertising"!
The point of this unknown to many, is that Cable Channel City TV 79 truly had a man like this with ads selling electronics or something. You see, the extreme humor comes that Levy actually replicated the his appearance(though name wasn't Phil) and technique to perfection. This was also done with the Crazy Hy's ads- a precise parody If you lived in the Toronto area at that time, you will remember.
Many SCTV skits are ripped from the outrageousreality of cable TV at the time - late 1970's !
Commercial Director: Yeah, Phil, you need to emphasize things more. You're not selling the product enough.

@Absynthe310 would it be pathetic to say you hit the "nail" on the head?

And now you know why, when a local business owner does his own TV commercial, the director usually has him stick one or both hands in his pockets...

What a tremendous sales pitch.I'm sold.
Forget about Home Depot.
I'll never buy nails anywhere from now on exceprt Phil's.

Not too far from the original Phil Givner (R.I.P.) & his carpet commercials in Toronto in the seventies.
