Best one is by far "Top Hill" and, even if it's not in Budva, I have to mention "Maximus" in Kotor, great discos and people!

@Davidsbeenhere you was in 2008....but last summer was opened dicotheque "Top Hill" 5km near Budva, capacity 7 000 people, check videos "Top Hill Promo - Alex Gaudino" and "Top Hill Promo - Funkerman"
