That's 2 different departments Officer Davis had nothing to do with the ticket. So yes he did hit him accidents happen. But he was not the one that wrote the ticket. Check your laws, under every circumstance the pedestrian has the right of way when in a crosswalk. It is the drivers responsibility to watch for people crossing the street. The law only says that a pedestrian cannot cross when it is imposable for a driver to stop. The police car was turning left so the pedestrian was already halfway across when the cop entered the intersection.
