I don't get why Niko and Roman aren't on there. Niko has a SHIT LOAD of stuff he could be written up for. Hit and Run, Armed Robbery, Grand Theft Auto, Kidnapping, etc. Roman could be put down for Gambling. And if you look in the database, Kate isn't there O_o

Your character in TBOGT and TLAD don't do missions in the catigory of Policing, therefore your character doesn't unlock it nor learn how to use it it just comes up with a sign "Error" even though this isn't a real error to do with the game.

In order to do the Policing side-missions you will need GTA IV (Original) and reach the second chapter of the game, where Brucie asks you to find some people via Police Database. After that, it will allow you in roam to do the side-missions.
