I lclosed my eyes and pictured a cutscene of Mega Man with this music, came up with the song name, "Final Buster" or "Final Buster Shot".

I actually pictured Wily's machine was almost broken with Mega Man injured, and this song comes in. At 0:00 was when Mega Man was dodging all of Wily's hits, which the machine I thought of it being like Sigma's Battle Body in X3, then the conclusion struck around 0:49 , where it like Mega Man fires small shots to the beat and a charged shot in the end. 0.o
