I disagree, Although Dre had the final say in everything on his album, I think Storch had a lot of creative input on the keys. Dre just took everything and Produced and arranged the parts. Just like when storch came up with the melody for "Cry me a River" and Timbaland took the production credits. When you sample, you are taking some one elses work, but arranging all the instruments in your beats, so you technically are "producing" the track
