In this particular case: Dynamite has a very clear London accent. She only sings in a different accent sometimes because it's supposed to be cool.

I suppose the term is a bit ambiguous. However, I think you'll find that chavs make many spelling errors. Chav music is generally very crass, trite, unimaginative, lazy, gimmicky etc. And this kind of music ticks all those boxes.
Now you're mentioning her ethnicity, which isn't relevant at all. Ethnicity doesn't determine ones accent. What a ludicrous claim. She DOES put on a Jamaican accent; her normal accent IS an English one. I wouldn't have to keep repeating myself if you weren't so myopic.
