That's definitely a carp. It looks like it might have been trying to go downstream and was having a problem getting past the rocks. Since fish can't swim backwards very well and the rocks were blocking the path forward, the little girl was able to pick it up. Notice that she didn't get him on her first try and that he was moving to the right trying to evade her, while still being blocked by the rocks.

Carp are pretty docile fish. It could have been stressed but doubtful. It s very plausible for this little girl to 1. pick it up (not that heavy) and carry it and 2. It is alive, not fake. Most anglers can tell that it is real. Depends on the state they are in whether they can keep it (caught by hand and not hook/line. In most states Carp are considered trash fish so you can catch them any way you can and keep them. She fearless... good for her!
