He represented Saul's insecurities first and foremost and then he got the cigarettes from Jesse at the end of S4, which was absolutely essential to the story. He was more important than any one of Gus's henchmen, individually at least.

This is why BB is the best show ever, in amongst the nail biting tension there are moments of comedy gold. I love the scene at the end of series 4 where WW is in Saul's place and the secretary is asking for 25k, It takes WW a couple of seconds to catch onto that she is bribing him and he says "what kind of reputable vendor" ... only a genius would be able to insert a comedic line into a tense scene like that.... and only a genius can insert scenes like this into a gripping drama and pul it off
