Often doing your duty while in uniform also qualifies one because of the normal expectations or the norm as compared to others. This isn't where people who made propaganda videos to survive were called hero. He not only denied them that, his duty, he willfully stayed and was tortured because of the possible enemy use the officially approved release might entail, beyond his duty. Begrudge any policy you wish but I find it silly to argue he didn't go beyond enough to warrant the title.
