Not necessarily. If I put it at the very bottom the air return would run along the floor. Causing a great deal of unusable space along my garage wall inside. I had to put it that high so I can still store cabinets and such right against the wall. The system is powered by a powerful blower. I don't have to rely on convection at all. When the cold air comes in it rolls to the bottom of the panel anyway, just as if it were at the bottom to begin with. If anything it aids the air mixing process.
intake should be at very bottom silly.
