That bit is way too lose in the horse's mouth. You should have one wrinkle above the horses mouth where the bit is.

It depends on the type of bit and the discipline. For H/J yes that is a great rule, for western riding in a snaffle not necessarily. Also depends on the horse's mouth anatomy.
