boolprop testingcheatsenabled true

but go create a family first and when you type that in hit

SHIFT N and then a little thing will pop up X out of that sim and go make another sim and then all that different skin and clothes will pop up :)

You can download different skins and clothes and all sorts of stuff from online and put it into the game as custom content. :)
