The strap is a anti static strap to prevent static harming your ram or other conponents. If you dont have a static strap all you have to do is hold on to a metal part of your computer to get rid of ststic. It also says to do it in your computer manual.

Its an anti static bracelet to prevent those little shocks from frying anything. It grounds you by taking out any kind of static out of your body. thats why when your installing anything you ground yourself and unhook the power. If you don't want to buy the bracelet then you could use the screw driver and tap it over the power supply
