The one time he IS a boss is when you are getting your stuff back with Catwoman at the end.

your title says 'Catwoman VS Two-Face (Boss)' ,which implies that there is a fight between Catwoman and Two-Face, which there isn't at this stage. In fact this is more Batman VS Two-Face Goons considering you don't actually attack him until the movie scene.
