You realize that by law these companies must pay the severance because it was part of the contract. The only way to break contract is to go bankrupt. Since the government didn't allow bankruptcy, these people still got to follow through with their ridiculous contracts. In this case I would blame the government for being stupid about this before blaming these companies.

This is the bill that Jimmy Carter and the Democratic Party rammed down banks throats requiring them to give risky loans to low income and under qualified applicants or they would not get FDIC insurance. Bush 1 added to it in the 80s requiring more regulation. In the 90s Bill Clinton increases risky loans and Fannie Mae and Freddie Mac buy 100s of Billions in risky loans.
