Actually those are Wolvie's dog tags and in the last issue of Wolverine Origins he remembers how Cap kicked his ass. Cap was one of the few people Wolvie admired he carved Friend on Caps Monument.
Actually it was Captain America #25 Fallen Son issue and he died after the Civil War. It ended when Cap surrendered to stop the rioting and bloodshed. Make Steve proud Bucky Barnes. Keep fighting the good fight.
