Correct, you can take all the lessons you want, but cannot solo until you're 16. Unlike driving, there is no age limitation to start taking flying lessons.
even though the guy in the right seat is a pilot, is it legal to put a nine year old in the left seat of a high performance land airplane (or any airplane) ?
Don't be discouraged by your age. 14 is not too young to start learning. You can actually take lessons in a motor glider (like an airplane, but certified to glide too) at 14. You can solo at 15 and get a glider rating at 16! That would be a great way to start. Then at 16 you can solo a regular airplane, and get your private at 17.
That is the path I set for my youngest and it is a great way to really learn the basics. Ask your folks if you can take an introductory flight lesson. TA
