actually all things considered toshiro is a genius among the soul reapers he hasnt been in the 13 court guard squads for long but his bankai is already at the level its at now because i think renji has been part of the 13 squads slightly longer then hitsugaya(note i can be wrong about this its just my guess) and look how long it took renji to get his bankai much less master it somewhat

but there are tons of varibles that easly explain his delimma if you think for awhile...

Just cause hes a powerful captain, DOESNT compensate for his sever lack of exp compared to other captains, and when a captain is called, its usually only for life or death situations FOR a captain... so hope that helps
