@Zendout1 The British government is drawn from the legislature. Therefore the PM has to be an MP as do all government ministers (there is some discretion that some ministers may come from the lords also, but thats by the by). It then follows once a party is voted out of power they remain members of the legislature, unless of course they chose to resign.
