In my mind, there will be no war in Korea. The reason is easy to understand, Kim Jong il is not a hero who really wants to reunify the two Korean nations. What he concerns now is making his son succeed his throne successfully in order to continue the dynasty. With the protection from US it's impossible for NK to overcome the SK without help from China or Russia, but unfortunately the two countries are focusing on developing economics they don't want NK keep troubling them. The "victory" of the US and allies was not complete. Both sides quit, temporarily. Its as simple as that. The goal was to aid South Korea from being subjected to a form of government they did not want, communism. So i guess you could say the south won because they aren't communist, but the north still seeks domination, and therefore the war is not won.

North Korean has mostly Cold War era equipment, but numbers are a weapon in and of themselves. I think that Japan would have to be permitted operate there, since if there's any kind of conflict there it might seriously threaten the country.

Japan cannot fight as a military. It's military has been taken away. It can no longer 'combat' other countries. Japan also 'supports' the US right now, there is no way it will 'team up' with China and North Korea.
