It's not actually stated in the game whether he's in love with Aerith or Tifa but there's probably more chance it's Tifa considering the events in the Advent Children movie and the fact they knew each other since kids etc. Also, in the Crisis Core the romance between Aerith and Zack is clearly shown so it's definite that Aerith was in love with Zack, although some people assumed she liked Cloud in FFVII because he reminded her of Zack
