Your guess is as good as mine; since there's some debug text in the data for this map, I think it may even have been a jokey programmer's message to testing staff during development.
I need help i got the pc version on my computer downloaded (i own the original on psx) i need to know how to install on my computer i got instructions but they where too hard to follow, i need it for my laptop so i can take it around with me, i have a windows xp and vista help would be much apreciated thanks.
Err... shop around? (I assume you mean the PC version *of the game*; in both versions, once you've accessed the debug rooms you get to this scene in the same way.) It is rather hard to find nowadays; and it often needs to have unofficial patches applied to get it working properly on modern hardware. PSX version + emulation is worth considering unless you specifically want to prod or mod the files.
i think you're partially right, i noticed a huge anti-aliasing upgrade when i had my first computer (it could only just play FF7 it was that old) and my second. i was surprised when i saw they had mouths so i think i was playing at PSX level normally.
Well, presumably it would have made sense in whatever its intended context was... A *lot* got changed during the game's development, so it's difficult to speculate.
Aha!

Or, you can run Windows 95/98 on a virtual machine. That way, you can emulate older hardware, and play FFVII PC that way.

Cloud has got a mouth!!!

Yes, mouths do seem to be a PC-exclusive feature. I used to wonder whether their absence from the PSX version was an emulator glitch.

its good they took that out because
1. it dosent make sense
2. i take it that its something to do with sephiroth, it would of ruined the story having cloud freaking out that early

The hell?! God only know what that was meant to be before they took it out...

There's some more unused text in the game data for this map: 'Shut-off the switch in this position.' Umm...
