Not necessarily. Health care in the US, for example, Is completely privatized and costs Americans 15% of their GDP. This is higher than any developed nation with socialized health care, and yet still results in a lower life expectancy. Clearly, in this case, its the lack of government involvement that is counterproductive.

This situation is also pretty similar to many other institutions that Ron Paul would privatize.
