I remember waiting for Bush to respond after Katrina, and a couple of days later he made a short statement just to declare Marshall Law, giving the police, military, or any other agent of the government permission to shoot with intent to kill anyone "looting" from downtown businesses. it was another several days before Bush took any other action. so in other words, protecting the property of business owners was seen as a higher priority than saving the lives of those who needed aid and/or rescue
