Oil Pollution Act of 1990 was passed by Congress and it what has the $75 million cap for civil liabilities and only a clown would comment such as you have, as a total ignoramus. Congress is banned from passing retroactive laws by the Constitution, so it may not be so easy, up to Supreme Court.
