Steve and jasmine are half Japanese.

It contracted with the Japanese record company in 1996, and released "Race of a Thousand Camels" in Japan. "Duvet" was released in 1997. This was used for the opening theme of "serial experiments lain" which is anime of Japan. And They sometimes visited Japan.

Then, BOA which is a Korean singer comes out with Japan. Korea promotes the Korean singer violently using a national budget. Japanese bôa fan got confused.

But the first label that got to sign them was Japanese (Polystar), so their first album and their first single (Duvet) were released exclusively in Japan. And Duvet turned out to be a pretty big hit there so it's no wonder they were picked for Lain.

Although there's all the Net and hacking, REALLY arcane programming in the form of LISP (whoo), and a secret society thing based on a real life (fake) secret society of Lisp experts... I agree with someone on TVTropes who said that Lain isn't really cyberpunk. It lacks the cyberpunk attitude. The world isn't quite rotten in SEL. It's just weird. Lain's not fighting anything. She's just exploring the world and herself.

Instead, people have described Lain more as cyber-mystery.

In that sense, it kind of fits that a song as soft-spoken, soothing (and maybe even a bit mysterious) as Duvet is Lain's opening theme. And in some weird way (since I'm otherwise a big cyberpunk fan too), listening to Duvet fits with my own science and programming activities.
