That character is based on Kemp Aaberg, the guy who first took Gidget to Malibu in the mid 1950's. Kemp is a master classical guitar player in addition to a great longboarder. Kemp's brother Denny Aaberg is "Candy Man" in this movie. Denny is also an excellent musician. An electric guitar player who provided the soundtrack for George Greenough's classic "Innermost Limits". One of the greatest surf movies ever made. Great surfers are often great musicians also.

It's the greatest Surfing movie ever! It used to be shown in the UK a lot on Fim Four but it's disappeared now. I'd try Amazon as there is bound to be a DVD of it. Check out on YouTube as well as there is always bits appearing on here.
