At that moment the "Navy" was replacing them by North Caroline-class(2), South Dakota-class(4), and Iowa-class(4). Only due to landing operations needed more cover they recovered junks from Pearl Harbor. They had to for clean port a navy needs.

I am not defending Japanese atrocities in China. But the hard strategic reality was that cornering them could only - and did - lead to war.
This war resulted in even more devastation for China.
If Roosevelt had simply threatened an embargo, and then gradually cut off their imports, the Japanese might have been intimidated into changing their ways.
