Liberty prime was created by Robco and general atomics combined (was supposed to be online within 3 months) but failed as the bombs fell and made USA (most likely USA alone) a desolace waste. (i quite doubt Europe and Afrika suffered any nukes) Anchorage was liberated by The Enclave & USAF, not liberty prime as they had problems with powercells with enough cream to last more than a few hours.

Ok, the members were originally privates who leave because of the FEV-experiment, but they weren't members of the army anylonger. But the Enclave was the REAL US army, scientists and politicians.
