Cold weld applies to the application of a pinch off tool sealing the tube. You can read the term cold weld applied to a paper written in American Mineraligos, Volume 64, Pages 650-651. The paper is written by Sridhar,Komarneni, W. Phelps Freeborn and Caterhine A. Smith, Materials Research Lab, Pennsylvania State University. There are other examples of this method being termed "Cold Weld"

Though it is a different tool, the method is the same.

The term "Cold-Weld" does apply to this tool.

Missuse of the phrase cold weld
