I agree that they both need more work on their characters (Kairi is a damsel-in-distress too often, and while Namine was only once, she was absolutely submissive about it until Axel manipulated her into doing something).
However, it does have to be said: they have more to them than EVERY member of Organization XIII, except for Xemnas (and Roxas once his upcoming game comes out.) Why Org. XIII can get free passes for being even more underdeveloped than the girls is beyond me.

But then again, the three keys shown in the extra ending of the game were Sora's, Riku's, and Mickey's, if I remember correctly... (Haven't seen it more than a few times as I'm not willing to torture myself for years while I wait, heh.)
i used to hate kairi before kh chain of memories but when that started i love her and namine. everybody thinks they are useless in the plot but they are just jealous of them. i love them and this song suits them, ppl that hate on them have never really got to meet them and they are extraordinary.

Kairi and Namine, however, have used up their main functions in the previous games, so their lack of character really sticks out.
Moreso Kairi, because Namine's function carried over at least into the beginning of II.

Yeah. I've heard people argue that they're only plot devices & I think it's sad that's basically what Square treats them as...
They could've done a lot better job. I mean, they hardly got any character development at all.
But they're still really sweet, so I choose to focus on their positives instead of negatives, heh. :)
