1- Quran is only one over years;
2-explanation of [2.106] is to substitute a judgment in Quran with another judgment in Quran also equal to it or better.
ex. the ban of wine wasn't said directly ,but first with a judgment not to go to pray when u are drunkard.Then a complete ban.

Many suras came in occasions .The Quran wasn't come as a whole. The start-up of Islam was by peace but the unbelievers started wars ,so Muslims had to fight them .

The Quran tells muslims to wage war against "allahs enemies, some of who you know, and against those that you do not know - but allah knows of them".
Basically, islam tells muslims they are at war with non muslims, whether or not muslims know about them. (How can a people you have never heard of start a war with you?)
Thats why muslims divide the world into Dar el-islam and dar-el harb (house of war).
