This is Romney trying to explain his extreme statements. I don't think his real position is THAT extreme. He has the exact same position as Gingrich, whose policy he's attacking (lol). Compared to the progressive position it's extreme but it's pretty moderate in modern GOP standards. He's trying to have it both ways by using keywords that pander to the more extreme right-wingers.
